Kathmandu, Dec 15: The government has accelerated the process of preparing the draft of National Security Policy and National Security Council Act in spirit with the new Consitution.
Apprising the parliamentarians at today's meeting of the State Affairs Committee under the Legislature-Parliament held here today, Deputy Prime Minister and Minister for Defense Bhim Bahadur Rawal said that the Ministry of Defense has already initiated the process for the same upon the instruction of the Prime Minister, who chairs the National Security Council. "It is high time that issues related to the national security are addressed at the policy level. Hence the drafting the Acts and Polices on the same has been expedited," said DPM Rawal.
The formulation of policies and acts on national security, floated during the leadership of then Prime Minister Madhav Kumar Nepal, had remained stagnant for long due to lack of an all-side consensus.
Also, a new organizational structural has been enacted for the Nepal Army (NA) in view of upgrading and enhancing the NA's organizational structure. "The new organizational structure is believed to help regulate and manage the quantitative growth of the army personnel in the country," said DPM Rawal.
As many as 60 per cent of bunkers have been transformed into barrack as per the 'Bunker to Barrack' programme which was introduced for some years to reform various army offices and residence across the nation, shared the DPM, informing about the smooth continuation of the programme.
Stating that the army will be mobilized as per the consitution-stipulated provisions to safeguard sovereignty, national integrity and dignity Minister Rawal said, "No state organ could remain a mere spectator during time of national crisis." He claimed that Nepal was the only country where the army selection process featured inclusiveness and aspirants from women, Dalit, indigenous, nationalities and backward communities inducted on the proportional basis.
At the meeting parliamentarians including Gangadhar Tuladhar, Amersh Kumar Singh, Rameshwar Phuyal, Sita Gurung and Santu Rai inquired information about various aspects of Nepal Army from the defense minister.
